If you are looking to buy something built, Ryzen CPUs are almost always more competitively priced over Intel and work totally fine.
Laptops are not great for gaming, to get one to game, perform, and keep cool you will have to spend more then a desktop. If your looking for a cheap (like under 500) option you will have to buy used. I have also built a few and can provide some advice.
